I. Purpose

To establish the delegation of authority to execute contractual documents for procuring goods and services and entering into athletic contest agreements and revenue-generating agreements for the Office of Intercollegiate Athletics, University of Hawai‘i at Mānoa.

III. Executive Policy

IV. Delegation of Authority

Chancellor, University of Hawai‘i at Mānoa, to execute contractual documents, consistent with applicable law, Board of Regents Policies, and University Administrative Procedures, for procuring goods and services and entering into athletic contest agreements and revenue-generating agreements for the Office of Intercollegiate Athletics as follows:

    A.    Athletic contest agreements where there is a financial guarantee to be paid to opponents and/or subsidized travel costs to be paid by the University on behalf of opponents, in an amount of $25,000 to less than $1,000,000;

    B.    Athletic contest agreements where the University will serve as an opponent for athletic events hosted by other institutions who may provide financial guarantees and/or subsidized travel costs to the University in any dollar amount;

    C.    Revenue-generating agreements where moneys will be received by the Office of Intercollegiate Athletics (e.g. television and radio broadcast rights, corporate sponsorships, etc.), with the exception of agreements for the use of athletic facilities as addressed in Executive Policies E10.101, E10.201, and E10.202 and ticket sales agreements as addressed in Executive Policy E8.110; and 

    D.    Agreements for the procurement of goods and services in amounts of $25,000 to less than $1,000,000.
            
Any further delegation of this authority by the Chancellor to other designees shall be limited to the execution of agreements and other contractual documents in amounts less than $25,000. In addition, the Chancellor shall provide a report to the President semi-annually identifying, at a minimum, the subject matter, contracting party, dollar amount, method of source selection, term, and date of execution, of all contracts executed by the Chancellor and his/her designees under this delegation of authority.
