EP 2.203 : Emergency Management

A. The chancellors are delegated the responsibility for the implementation and maintenance of an Emergency Management Program on their respective campus which shall include developing a campus CEMP and designating a campus Emergency Coordinator and Emergency Communicator. This delegation includes the responsibility to conduct a review of critical campus functions and designate emergency workers to ensure those functions are carried out.

B. The Vice President for Administration is delegated system-wide administrative oversight and programmatic responsibility for system-wide emergency management.

EP 6.201 : Tuition and Fees
1. Special Credit Tuition Rates
  The Board has delegated the authority to the President or the President’s designee to set special credit tuition rates in RP 6.202.IV.A. These rates will be posted in an attachment to this EP.
2. Summer Tuition
  The Board has delegated authority to set summer tuition rates annually to the President or the President’s designee in RP 6.202.IV.B. This delegation is based on the expectation that summer rate increases for residents are in line with the rate of increase of the academic year immediately preceding summer and that non-resident rates will not be lower than resident rates. Summer tuition for residents at UH Mānoa, UH Hilo and UH West O‘ahu will be set at the same rate as the regular tuition in the previous spring semester.
  
  For the Community Colleges, the rate of increase in resident summer tuition rates will be no higher than the rate of increase in regular tuition for residents in the spring previous semester. In addition, special lower rates may be set at the same level as the regular tuition in the spring semester immediately preceding summer for continuing students or specific classes. The Community Colleges may also set tuition at the same rate as the University of Hawai‘i at Hilo for upper division courses.
  
  Any increase in summer tuition rates for residents beyond the rates stated above shall require Board of Regents approval.
  
  Non-resident summer tuition rates for all campuses will be set by the campuses based on the balance between affordability and financial requirements to cover costs.
  
  This delegation of authority was approved by the Board of Regents on January 19, 2012, and revised on November 19, 2015.

Authority to execute contractual documents granting concessions on University real property and for entering into cooperative agreements with other persons, agencies and organizations, consistent with applicable law and Board of Regents policies is also hereby delegated to the Vice President for Administration and his/her designees.
EP 8.107 : Delegation of Authority to Execute Contracts Goods, Services, and Construction Less Than $25,000
Vice Presidents and Chancellors and their designees are delegated authority to execute contractual documents for procuring goods, services, and construction in amounts less than $25,000. Such authority may be delegated to fiscal administrators of departmental units under their direction and jurisdiction. For purchases of construction, such authority in amounts of $4,000 to less than $25,000 may only be delegated to fiscal administrators for the facilities planning offices for the respective campuses.
EP 8.108 : Delegation of Authority to Develop Purchasing Card Program Policies and Procedures
The Vice President for Budget and Finance/Chief Financial Officer and her/his designees are delegated authority to carry out the responsibilities relating to the implementation of a Purchasing Card Program for the purpose of making small-dollar purchases of goods and services on behalf of the University of Hawai`i.
EP 8.110 : Delegation of Authority to Execute Contracts for Ticket Sales for Non-University of Hawai‘i Athletic Events Using University Ticketing System
The Vice President for Budget and Finance/Chief Financial Officer is delegated authority to execute contractual documents relating to the rights to and disposition of proceeds of ticket sales for non-University of Hawai‘i athletic events using the University of Hawai‘i at Mānoa Athletics ticket system which require or may result in a payment of $25,000 or more to a non-University of Hawai‘i entity.

The Chancellor, University of Hawai‘i at Mānoa, is delegated authority to execute contractual documents relating to such ticket sales which require payments of amounts less than $25,000.
EP 8.111 : Delegation of Authority to Execute Contracts for Procuring Goods and Services and Entering into Athletic Contest and Revenue-Generating Agreements for the Office of Intercollegiate Athletics, University of Hawai‘i at Mānoa
Chancellor, University of Hawai‘i at Mānoa, to execute contractual documents, consistent with applicable law, Board of Regents Policies, and University Administrative Procedures, for procuring goods and services and entering into athletic contest agreements and revenue-generating agreements for the Office of Intercollegiate Athletics as follows:

A. Athletic contest agreements where there is a financial guarantee to be paid to opponents and/or subsidized travel costs to be paid by the University on behalf of opponents, in an amount of $25,000 to less than $1,000,000;

B. Athletic contest agreements where the University will serve as an opponent for athletic events hosted by other institutions who may provide financial guarantees and/or subsidized travel costs to the University in any dollar amount;

C. Revenue-generating agreements where moneys will be received by the Office of Intercollegiate Athletics (e.g. television and radio broadcast rights, corporate sponsorships, etc.), with the exception of agreements for the use of athletic facilities as addressed in Executive Policies E10.101, E10.201, and E10.202 and ticket sales agreements as addressed in Executive Policy E8.110; and

D. Agreements for the procurement of goods and services in amounts of $25,000 to less than $1,000,000.

Any further delegation of this authority by the Chancellor to other designees shall be limited to the execution of agreements and other contractual documents in amounts less than $25,000. In addition, the Chancellor shall provide a report to the President semi-annually identifying, at a minimum, the subject matter, contracting party, dollar amount, method of source selection, term, and date of execution, of all contracts executed by the Chancellor and his/her designees under this delegation of authority.
EP 8.112 : Delegation of Authority to Execute Revenue-Generating Corporate Sponsorship Agreements for the Office of Intercollegiate Athletics, University of Hawai'i at Hilo
Chancellor, University of Hawai‘i at Hilo, to execute contractual documents, consistent with applicable law, Board of Regents Policies, and University Administrative Procedures, for entering into revenue-generating corporate sponsorship agreements for the Office of Intercollegiate Athletics where the fair market value of cash and in-kind support to be received does not exceed $25,000.

There shall be no further delegation of this authority by the Chancellor to other designees. B. Individuals who have been delegated authorization to approve travel are responsible for exercising discretion in determining that travel expenses are reasonable and appropriate and may deny payment or reimbursement of travel expenses.
EP 8.209 : Fund Raising
Delegates to the Vice President for Budget and Finance/Chief Financial Officer authority to promulgate administrative procedures for fundraising by affiliated volunteer groups and non-profit organizations.

A. 2. above must ensure the following notifications and obligations are met prior to implementation of such a designation:

A. All three unions (UHPA, HGEA and UPW) shall be advised of the campus’/college’s intended smoke-free designation at least 60 calendar days prior to the effective date of such a change.

B. The college/campus must inform all current personnel in writing, either electronically or by hard copy, of the change in designation at least 30 calendar days prior to the effective date of the change. The notice to employees must include the effective date of the change, a description of the smoke-free areas, a list of available smoking cessation resources, and identification of a campus/college contact for questions and concerns.

Chancellors are encouraged to seek the inputs from campus organizations and other members of the campus community, including faculty and administrative staff, in formulating and implementing free speech guidelines.
