France’s Defense Policy in the Indo-Asia-Pacific Region

Please join us for this Public Seminar with Dr. Nicolas Regaud, Special Representative to the Indo-Asia-Pacific, Ministry for Armed Forces, France. He will present an overview of French defense policy with a focus on the Indo-Asia-Pacific region, as laid out in its recent 2017 Strategic Review of Defence and National Security.

Prior to his current position in the Directorate General for International Relations and Strategy of the Ministry for Armed Forces, Dr. Regaud served as Assistant Defence Policy Director in charge of strategic foresight and policy planning since 2008. Since 1989, he has served in various Asia-focused capacities in strategic planning and policy units in the Ministry of Foreign Affairs, the Ministry of Defense and the General Secretariat of National Defence. In addition to his government work, Dr. Regaud has been a senior research fellow at the Centre for International Relations and Strategy, Panthéon-Sorbonne University and a visiting research fellow at the Japan Institute for International Affairs in Tokyo. He has published two books on Indochinese war history and numerous articles on security issues in Asia. He holds MA’s in international relations and contemporary history and a PhD in political science from the Panthéon-Sorbonne University.
