• The Hawaiʻi State Constitution grants public employees in the State the right to organize for the purpose of collective bargaining as provided by law. Chapter 89, Collective Bargaining in Public Employment, Hawaiʻi Revised Statutes, provides for 14 recognized bargaining units for all public employees throughout the State, including employees at the University of Hawaiʻi.
  • Each bargaining unit is represented by an employee representative, otherwise known as the employee organization or union. Exclusive representatives and public employers (e.g. State, Counties, Judiciary, University of Hawaiʻi) negotiate agreements covering all employees within a bargaining unit with respect to wages, hours, and other terms and conditions of employment.
  • Depending on the nature of their positions, most employees working the University are included within the bargaining units listed below.
    • Civil service personnel working at the University are included in Units 1, 2, 3, 4, 9, and 10.
    • Non-civil service personnel such as faculty members and administrative, professional and technical (APT) staff are Board of Regents appointees and are included in Units 7 and 8, respectively.

UNIT 1 – Blue Collar, Non-Supervisory

Bargaining unit 1 includes public employees in non-supervisory blue collar-type positions, including but not limited to: janitors, groundskeepers, building maintenance workers, trades workers, etc. The United Public Workers (UPW), AFSCME, Local 646, AFL-CIO serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 1.

UNIT 2 – Blue Collar, Supervisory

Bargaining unit 2 includes public employees in supervisory blue collar positions, including but not limited to: building maintenance supervisors, janitor supervisors, trades supervisors, plumber supervisors, etc. The Hawaiʻi Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 2.

UNIT 3 – White Collar, Non-Supervisory

Bargaining unit 3 includes public employees in non-supervisory white collar-type positions, including but not limited to: secretaries, library technicians, office assistants, security officers, etc. The Hawaiʻi Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 3.

UNIT 4 – White Collar, Supervisory

Bargaining unit 4 includes public employees in supervisory white collar-type positions, including but not limited to: clerical supervisors, data entry supervisors, etc. The Hawaiʻi Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 4.

UNIT 7 – Faculty

Bargaining unit 7 is comprised of University of Hawaiʻi Board of Regents appointees in faculty positions within the University of Hawaiʻi System (i.e. UH-Mānoa, UH-Hilo, UH-West Oʻahu, Hawaiʻi Community College, Honolulu Community College, Kapiʻolani Community College, Kauaʻi Community College, Leeward Community College, Maui College, and Windward Community College). The University of Hawaiʻi Professional Assembly serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 7.

UNIT 8 – Administrative, Professional, & Technical

Bargaining unit 8 is comprised of University of Hawaiʻi Board of Regents appointees in administrative, professional, technical (i.e. APT) positions within the University of Hawaiʻi System (i.e. UH-Mānoa, UH-Hilo, UH-West Oʻahu, Hawaiʻi Community College, Honolulu Community College, Kapiʻolani Community College, Kauaʻi Community College, Leeward Community College, Maui College, and Windward Community College). APT positions include but are not limited to: IT specialists, contracts and grants specialists, fiscal specialists, research associates, student service specialists, architects, etc. The Hawaiʻi Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 8.

UNIT 9 – Registered Professional Nurses

Bargaining unit 9 is comprised of civil service registered nurses throughout the State of Hawaiʻi. The Hawaiʻi Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 9.

UNIT 10 – Institutional, Health & Correctional

Bargaining unit 10 includes public employees in positions that include but are not limited to: food and drug inspectors, occupational therapists, parole officers, para medical assistants, etc. The United Public Workers (UPW), AFSCME, Local 646, AFL-CIO serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 10.
