Background Check

  • What is a Background Check Coordinator?
    A designated individual(s) employed within the UH (University of Hawaii) System Office of Human Resources responsible for conducting background checks and issuing suitability determinations for University Community Members and/or Non-UH (University of Hawaii) Volunteers.

  • How much does fingerprinting with Fieldprint cost?
    For employees fingerprinting cost $22.20 with Fieldprint.

  • For the State of Hawaii, what islands have a Fieldprint location?
    Fieldprint locations for the State of Hawaii are on Kauai, Oahu, Maui and Hawaii.

  • What would happen if the employee resides on an island that does not have a Fieldprint location (Molokai, Lanai, or Niihau)?
    Since there is no Fieldprint location on those islands at this time, they may be provided a fingerprint packet.  The packet must be completed by the applicant who will go to the nearest county police department to get inked and rolled prints on a hard copy fingerprint card (hard card).

  • How do we obtain a hard card for our employee to get fingerprinted? And how do they get fingerprinted?
    The employee may need to contact the law enforcement agency to see if an appointment is needed or can they do a walk-in and pay whatever fees that go with the fingerprint service on ink.

    The employee is instructed to bring a 9 x 13 manila size envelope that is pre-addressed to the Hawaii Criminal Justice Data Center, including postage and the employee’s return mailing address.  The law enforcement agency will need to mail the fingerprint cards on behalf of the employee to protect the integrity of the fingerprints.  It is important that the HCJDC-073 form Part 3 is completed by the police officer who is providing the fingerprint service to verify the identity of the person being fingerprinted.  If Part 3 is blank, the applicant will need to redo the whole process all over again.
  • How does the employee obtain a fingerprint packet and how do they indicate which UH account it corresponds with?
    Criminal History Record Checks Unit (CHRC) can provide a fingerprint packet to the applicant when he or she calls us to request one (808) 587-3279.  The fingerprint packet will contain one standard FD-258 fingerprint card, HCJDC-073 request for Criminal History Record Check form, and instructions.  CPA will need to instruct the employee to indicate which UH account he/she is being fingerprinted for, employee, and ORI# on the HCJDC-073 form under “Reason for Request > Other”.
  • What is the cost of a hard card?
    Please contact your local law enforcement agency to see what fees they have for fingerprint service on ink.

  • How do we know that the CP has gotten fingerprinted?
    When CHRC receives the fingerprint packer, they will scan the fingerprint card.  BCC will be able to retrieve the fingerprinting results through HIJIS within 24-48 hours after the card has been process. 

    CHRC does not provide any notification as to when the fingerprint cards were received and/or processed.  It is the employee’s job to contact the CPA stating that he or she has completed the fingerprinting process.

    Note:  Take into account the amount of time it takes mail to be sent. Also, it takes 3-5 business days for CHRD to process the fingerprint cards.
  • I have been determined as “unsuitable” to participate in a Covered Program.  Will details of my criminal history be shared with anyone?
    Background check information will always remain confidential to the BCC (Background Check Coordinator), unless the BCC determines there is a greater risk to the University in maintaining confidentiality, because administrative action must be taken.  When a prospective participant receives a negative background check that precludes the Candidate from participating in a program with minors they will not be approved for a program with minors.  Prospective participants who wish to appeal their unsuitability determination may do so in accordance with the administrative procedure.

    If the negative background check indicates a criminal history that may render an employee of the University unsuitable for continued employment at the University, the criminal violation will be analyzed within the nexus of the employee’s duties and responsibilities.  If proven that such a nexus exists, the employee will be separated from the University service.

  • Will student assistants or student employees who work with minors need to complete the background check?
    Yes.  All UH (University of Hawaii) – affiliated non-minors interacting with minors must go through the background check process.

  • If UH Community Members and non-UH Volunteers have completed a background check through another agency or organization (ie, RCUH or DOE) do they have to complete the background check process at through this Administrative Procedure?
    Any Covered Person who has undergone a background check process with a Covered Program that uses the services of a third party, and whose process is consistent with this policy and Administrative Procedure AP2.202, may not need to complete a background check through the University.

  • If a Covered Person is screened through fingerprinting and a background check, will they have to be rescreened if they seek to participate in another program?
    Covered Persons will be re-screened, including fingerprinting, if there is a break in service for twelve (12) months or more or if new information arises regarding their background.

  • If UH Community Members and non-UH Volunteers have completed a background check through another agency or organization (ie, RCUH or DOE) do they have to complete the background check process at through this Administrative Procedure?
    Any Covered Person who has undergone a background check process with a Covered Program that uses the services of a third party, and whose process is consistent with this policy and Administrative Procedure AP2.202, may not need to complete a background check through the University.

  • How do I evaluate a break in service for a participant?
    A break in service should be evaluated by the last day worked and the first day rehired.

    For example, if an employee was cleared from his background check June 1, 2023 and worked a camp on June 2 to August 4, 2023.  The participant will be working at another camp on June 10-27, 2024.  Since their break in service is less than 12 months (last day worked Aug 4, 2023), the participant does not have to do another background check.
