The ISS office is aware of a USCIS server error that prevents students from paying and submitting their OPT application online, form I-765 Applications for Employment Authorization, at this time.
USCIS is currently working to resolve the issue.
In the meantime, some students have found success submitting their online I-765 applications through use of their own cellular hotspot or mobile data plan.
When attempting submissions using your cellular data you will need to make sure that the device you are submitting your application through not connected to the internet via Wi-Fi as your phone may prioritize internet through that connection.
