#35.12: Faculty Classifications
- 12/2012: According to the Committee on Professional Matters' Fall 2012 Report, "We are still looking into this issue and will dedicate more time to it in the Spring semester. Thus far, we know that there are seven classifications of faculty at UHM. Given that Chancellor Apple has expressed publicly his concerns about the classifications, we would like to invite him to meet with CPM and CORGE in the Spring to share his perspectives and address questions we may have. We will be contacting Robert Richmond, Chair of CORGE to determine the best date and time to invite Chancellor Apple."

Issues raised include differences in degree requirements with some classifications requiring a master’s degree while others require a PhD, differences in benefits, 9 versus 11 month appointments, feasibility of teaching by neighbor island faculty, and appropriateness of requiring research by faculty holding a master’s degree. UHPA is concerned that there be no negative impact on salaries or benefits."

The AVCUE and advisors, with assistance from departments, have developed 4-year undergraduate degree templates for each department/degree. These templates are designed to help students plan their course of study and facilitate graduation within 4 years. Some departments may not offer courses in a sequence that would enable students to follow the template. Committee on Academic Policy and Planning is asked to study the issue and make necessary recommendations that would eliminate what some currently believe is a ‘truth in advertising’ problem with some 4-year degree templates. The committee is asked to report to the Senate by April 2012.

#23.12: High DFIW course Follow Up
- 12/2012: According to the Committee on Acadmic Policy and Planning's Fall 2012 Report, "A working group with CAPP, GEC, and MAC members is meeting regularly." According to the Manoa Assessment Committee's Fall 2012 Report, "Sang-Hyop Lee and Adam Pang were MAC representatives on this working group. The DFIW working group (WG) reviewed past reports for recommendations based on 2005-2010 data. The WG found that some actions have already been taken, e.g., Psy 100 (unit mastery) has been restructured, and College of Natural Sciences has tutors in Learning Emporium targeting 100 and 200 level Math, Bio, Chem and Phys courses. The WG is set to review updated data from MIRO for Fall 2010- Spring 2012 to determine/update target courses. These and other issues will continue to be worked on by this group."

#29.13: WASC Draft 2013 Handbook of Accreditation

- 9/17/2012: Senate Executive Committee referred issue to the Committee on Academic Policy and Planning and Committee on Research and Graduate Education, posted link to handbook to Senate homepage, and added announcement to the 9/19/2012 Senate Meeting agenda.
- 9/10/2012: Myrtle Yamada, Program Officer with the Office of the Vice Chancellor for Academic Affairs, forwarded the Draft 2013 WASC Handbook of Accreditation to the Senate for review with the following background:
WASC has been working on a revision of their Handbook of Accreditation for a while. They have just released a draft of the 2013 Handbook for a final round of comments. The draft 2013 Handbook includes, among other things, the updated Core Commitments and Standards and the revised Institutional Review Process. We request your assistance in distributing the draft 2013 Handbook to SEC, CAPP, and CORGE members for their comment. Comments may be submitted directly to WASC through the website noted above. All feedback must be received by January 11, 2013. The WASC Commission will review feedback at both their November 7-9, 2012 retreat and their February 20-22, 2013 meeting. The final 2013 Handbook of Accreditation will be approved at the February 20-22, 2013 Commission meeting.

#11.13: Campus Navy ROTC
- 4/17/2013: Senate voted 30:25 in favor of the Resolution Relating to the Establishment of the Naval Reserve Officer Training Corps (NROTC) Program at the University of Hawaiʻi at Mānoa at the May Senate Meeting.
- 12/2012: According to the Committee on Acadmic Policy and Planning's Fall 2012 Report, "Two CAPP members (Ertekin and Sammons) are working on this. They have consulted with the commanders of the two ROTC detachments currently on campus and with the administrator who oversees them (Cambra)."
- 8/6/2012: 2012-13 Senate Executive Committee added issue from request from Eric Lindgren and referred it to the Committee on Academic Policy and Planning for review; a description is provided below:
Request to reconsider Resolution Relating to the proposal for a Naval Reserve Officer Training Corps (NROTC) program at the University of Hawaii at Manoa (Senate voted to reject in October 2002)
- 6/2013: Eric Lindgren, Oahu resident, e-mailed Senate Executive Committee to request status and reconsideration of Navy ROTC issue: "I am writing in regard to a vote the Faculty Senate took in 2002 which recommended the establishment of a Naval ROTC program at the University of Hawai'i at Manoa. Do you happen to know where the recommendation would have been sent once the Senate approved it? This morning, I was in contact with the Navy's office which handles applications for new ROTC units. They have no record of UH ever having submitted an application which would have been the formal notice to the Navy that UH was interested in hosting a NROTC Unit. If you are not the right person to speak with about this matter, please point me in the right direction." (6/14) "Do you know if there has been any motion to reconsider as all of the dissenting comments have been overcome by recent events (Don't ask, don't tell, and the War in Iraq)? The only outlyers that I notice are the questions as to how military science course credit fits into a students curriculum and physical space consideration." (6/23)

- 12/2012: According to the Committee on Professional Matters' Fall 2012 Report, "In our discussions, we realized that this issue was deferred last year due to lack of time. Executive policy calls for internal campus procedures. Currently, a rank of Level V and 3 years of experience at UHM are required. There should be written procedures. Some faculty may be reluctant to forward names to a dean for emeritus status if their relationship with the dean is not good. We will continue this discussion in the Spring."

- 1/16/2013: Senate voted 41:0 in favor of Motion on Assessment of Administrators at the January Senate Meeting.
- 1/10/2013: Committee on Professional Matters attended Committee on Administration and Budget meeting to discuss issue and reached consensus on motion via e-mail thereafter.
- 12/2012: According to the Committee on Adminsitration and Budget's Fall 2012 Report, "CAB contacted CPM about any proposed action, awaits a response from CPM. It will be placed on the January 10, 2012 meeting agenda." According to the Committee on Professional Matters' Fall 2012 Report, "CPM co Chairs met with members of UHM Human Resources to better understand the 360 evaluation. We continue to look at this issue to determine if a separate feedback mechanism is warranted. We continue to be guided by excellence through transparency. A report of our findings and recommendations is forthcoming. We have received communications from Doug Vincent, Chair of CAB, and intend to meet jointly with CAB on January 10, 2013 and share our findings in the Spring Semester."

Committee on Professional Matters began studying this issue during the 2010-2011 academic year. Committee on Professional Matters is asked to form a joint working group with Committee on Administration and Budget to continue their study and recommend criteria and process for evaluating administrators to the Senate on or before October 2012. If the Committee on Professional Matters/Committee on Administration and Budget proposal is accepted by the Senate, Committee on Professional Matters will conduct the evaluation before the end of the Spring 2012 semester.

#38.12: Composition and selection of Departmental Personnel Committees
- 12/2012: According to the Committee on Professional Matters' Fall 2012 Report, "This issue was completed last year where we recommended that all DPCs take a look at their criteria and guidelines and resubmit for approval. This was in conjunction with the new tenure and promotion criteria."

- 11/16/2011: Committee on Professional Matters update provided at November Senate meeting: "The VC for Academic Affairs has addressed an issue related to the composition of the DPC at the CRC. Composition of DPCs in general should be governed by faculty. Committee on Professional Matters recommended last year to UHMFS and it was approved that each unit consider appropriate authorship conventions for their faculty and that the objectivity of external reviewers be addressed. General Guidelines for DPCs are in the UHPA Contract, UH Manoa Guidelines and Criteria for Contract Renewal, Tenure and Promotion documents and within specific unit procedures (if approved). Deans have been informed of the UHMFS recommendation that departmental guidelines be reviewed. It is hoped this might be accomplished by May 2012 and sent forward for approval to the VC for Academic Affairs and UHPA."
- 7/26/2011: 2011-12 Senate Executive Committee charge:
A matter has recently been referred to UHPA and the Faculty Senate relating to an ongoing violation of the UHPA contract and conventions of faculty governance by the Cancer Center Director in which he has appointed faculty of his choosing to the Cancer Center DPC, including appointment of the Chair and other individuals unqualified to serve on a DPC, in violation of the written tenure and promotion policy of the Cancer Center. The broader question for Committee on Professional Matters is do determine if there is or, if not, should there be a written University or Senate policy relating to the appointment of faculty to DPC's whereby it is the responsibility of faculty within a unit to propose who should serve on such committees. Since one of the key elements of faculty governance involves control over faculty appointments as faculty representatives to any University Committee, it would seem that this is an important point to clarify. If a Dean/Director can control the DPC then it would appear that no independent faculty oversight of the tenure and promotion process is occurring.
