A Resolution of No Confidence in the University of Hawai`i System's Handling of the 2003 WASC System Review

Whereas all University of Hawai`i (UH) faculty are stakeholders in the Western Association of Schools and Colleges (WASC) accreditation of UH campuses; and

Whereas the UH System administration requested in February 2002 that WASC review the UH System; and

Whereas preparation for, and conduct of, the WASC review team visit to UH during March 2003 did not involve the Manoa Faculty Senate; and

Whereas the letter from the WASC Executive Director to President Dobelle dated July 1, 2003 stated that:

... these issues are of such importance that they warrant immediate and concerted attention and coordinated responses at the System and campus levels. The present situation puts each of the campuses accredited by the Senior College Commission in jeopardy of not being able to establish their compliance with Commission Standards regarding financial resources and oversight, financial integrity, and resource allocation linked to planning

and

... while the original review of the System Office was arranged at your request, the issues identified in this letter have a significant impact on the accreditation of each of the senior-level campuses. Thus, the follow-up review will be important to establish a better foundation for the Commission for actions it will take as each of the three senior-level campuses comes up for review in the next several years. In light of this fact, the Commission hopes that this action letter, along with the System Office team report, will be disseminated to the senior college campus leadership so that they use these documents along with their campus reports to develop both individual campus responses and a collective System response;

and

Whereas the WASC System Office team report and this letter were not disseminated until February 2004 to the Manoa Faculty Senate, after the System administration had already prepared its response; and

Whereas the UH System administration did not involve the Manoa Faculty Senate or the All Campus Council of Faculty Senate Chairs in drafting its response to the WASC System report in preparation for the follow-up visit to UH by the WASC Senior College Commission during March 2004; and

Whereas the Manoa Faculty Senate agrees with the WASC Commission finding that "these issues are of such importance that they warrant immediate and concentrated attention and coordinated responses at the System and campus levels"; and

Whereas the System responses maintain the pattern of ineffective consultation, communication, and clarification of roles described in the WASC System team report;

Therefore the University of Hawai`i at Manoa Faculty Senate resolves that it has no confidence in the UH System response to WASC, in the processes that produced the response to WASC, and in the UH System administration that produced the response. Further, in addition to normal transmission to the Board of Regents, the System President, and the Manoa Chancellor, the Senate Executive Committee will convey this resolution to the Western Association of Schools and Colleges.
