RESOLUTION 1

REGARDING THE TUITION ASSISTANCE PROGRAM PROPOSAL

WHEREAS, the tuition assistance program proposal (TAPP) establishes four major categories of tuition assistance (Categories A-D); and

WHEREAS, category A establishes general tuition waivers for financial need and merit not to exceed 13% of the total full-time enrollment in the previous fall semester; and

WHEREAS, a minimum of 70% of the category A waivers are set aside for financially needy students and a maximum of 30% of the general tuition waivers may be awarded for merit or service;

BE IT RESOLVED that the UH-Manoa Faculty Senate supports the proposed 70/30 split for the Manoa campus as long as a minimum of 30% of the Category A waivers are awarded for merit or service.

RESOLUTION 2

REGARDING THE TUITION ASSISTANCE PROGRAM PROPOSAL

WHEREAS, the tuition assistance program proposal (TAPP) establishes four major categories of tuition assistance (Categories A-D); and

WHEREAS, category A establishes general tuition waivers for financial need and merit not to exceed 13% of the total full-time enrollment in the previous fall semester; and

WHEREAS, a minimum of 70% of the category A waivers are set aside for financially needy students and a maximum of 30% of the general tuition waivers may be awarded for merit or service;

BE IT RESOLVED that the UH-Manoa Faculty Senate urges the administration to emphasize as much as possible awarding waivers in this category for merit rather than service.

RESOLUTION 3

REGARDING THE TUITION ASSISTANCE PROGRAM PROPOSAL

WHEREAS, the tuition assistance program proposal (TAPP) establishes four major categories of tuition assistance (Categories A-D); and

WHEREAS, category B establishes "Pacific and Asian Scholarships" (PAS waivers) not to exceed a maximum of 2% of the previous fall's full-time enrollment; and

WHEREAS, some PAS waivers go unused each year;

BE IT RESOLVED that the UH-Manoa Faculty Senate concurs that any unused PAS waivers be used as merit/service waivers specified in Category A.

RESOLUTION 4

REGARDING THE TUITION ASSISTANCE PROGRAM PROPOSAL

WHEREAS, only a few tuition waivers are allocated each year to recruiting meritorious undergraduate students at the Manoa campus; and

WHEREAS, undergraduate enrollment has declined due to recent tuition increases; and

WHEREAS, recruitment of meritorious freshmen should be a higher priority at the Manoa campus;

BE IT RESOLVED that the UH-Manoa Faculty Senate recommends that UH-Manoa offer at least 40 "merit/service" waivers from Category A each year to incoming freshmen with excellent high school academic records; and that these waivers last for four years subject to minimum performance requirements.

RESOLUTION 5

REGARDING THE TUITION ASSISTANCE PROGRAM PROPOSAL

WHEREAS, the tuition assistance program proposal (TAPP) eliminates 56 "teacher incentive" waivers; and

WHEREAS, educating elementary and secondary school teachers in particular subject areas is still a priority for the State of Hawaii and the University of Hawaii;

BE IT RESOLVED that the UH-Manoa Faculty Senate recommends that the President of the University of Hawaii make tuition waivers available for educating elementary and secondary school teachers from the new "Systems Priorities" D6 category for a period to be determined by the President.
