RESOLUTION TO ENDORSE THE TRANSFER OF THE ENROLLMENT MANAGEMENT OFFICE FROM THE OFFICE OF THE VICE CHANCELLOR FOR ACADEMIC AFFAIRS TO THE OFFICE OF THE VICE CHANCELLOR FOR STUDENTS
WHEREAS
In 2005, several offices from the Office of Students Affairs were re-organized and transferred to the Office of the Vice Chancellor for Academic Affairs; AND
WHEREAS
Among these offices were Admissions and Records, Financial Aid Services, School and College Services which became the Office of Enrollment Management within the Office of the Assistant Vice Chancellor for Undergraduate Education in the Office of the Vice Chancellor for Academic Affairs; AND
WHEREAS
In May 2007, the Interim Vice Chancellor for Academic Affairs transferred the responsibilities of the Office of Enrolment Management from the Assistant Vice Chancellor for Undergraduate Education to the Vice Chancellor for Students whose additional title became the Assistant Vice Chancellor for Enrollment Management reporting to the Vice Chancellor for Academic Affairs; AND
WHEREAS
In 2008, the proposal for transferring Enrollment Management back to Student Affairs was initiated; AND
WHEREAS
The rational for the 2005 transfer is unclear with the exception that Admissions and Records (A&R) was more appropriately placed with Academic Affairs’ Academic Departments, than in Student Affairs as A&R deals with the implementation of academic policies/procedures and the transfer of courses and credits; AND
WHEREAS
The reorganization is supported by the current VC for Academic Affairs as well as the VC and the Associate VC for Students with support of key personnel; AND
WHEREAS
The current re-organization staffing indicates that the unfunded position of the Assistant Vice Chancellor for Enrollment Management and the Director of Admissions which was a Faculty Specialist position be a single position elevated to an Associate Vice Chancellor for Enrollment Management; AND
WHEREAS
It is unclear where the funds for the new position of the new Associate Vice Chancellor for Enrollment Management will come from; AND
WHEREAS
The Admissions and Records Office is to be internally re-organized as two offices, one responsible for Admissions and the other for Records to be renamed as the Registrar’s Office, the School and College Service merged with Admissions to enhance recruitment and finally the Technology Resources office from several offices to be consolidated into one central office; AND
WHEREAS
It is understood that Admissions and Records does not develop policies, rather its role is to implement academic policies promulgated by the faculty; AND THEREFORE
BE IT RESOLVED
That the Manoa Faculty Senate support the re-organization and transfer of the Office of Enrollment Management from the Office of the Vice Chancellor for Academic Affairs to the Vice Chancellor for Students; AND
BE IT FURTHER RESOLVED
1. The new Office of Enrollment Management includes an advisory committee appointed by the Manoa Faculty Senate to consult about the impact of policies and admissions decisions on academic programs.
2. The Director of Admissions position be restored to that of a Faculty position and, as in the past (2005), the same position be responsible for Enrollment Management.
3. The new Director consults regularly with the faculty advisory committee.
4. The new position not be made a Management appointment.
5. The appropriate Unions be consulted and fully review personnel and staffing implications as a result of the re-organization.
6. Reorganization of programs and offices not occur on a piecemeal basis rather it be reviewed as a whole as to why some offices are transferred and others are not.
