I. Purpose

The purpose of this policy is to clearly identify and assign the critical role of overseeing and managing the planning, design, repairs & maintenance, renovations and construction of physical facilities of the University of Hawaii to ensure responsible stewardship of its obligations and its educational, research, and service missions.

II. Definitions

Infrastructure projects shall be defined as projects related to the design and construction of campus infrastructure, such as drainage systems, water systems, mechanical systems, sewer systems, electrical systems and substations, roadways and parking structures/lots, photovoltaic systems and underground chilled water loop systems.

III. Executive Policy

  1. Long Range Plan Development.  All campus long range development plan updates shall be the responsibility of the respective President or Chancellor at the University of Hawai‘i at Mānoa (UH Mānoa), the University of Hawai‘i at Hilo (UH Hilo) and the University of Hawai‘i at West O‘ahu (UH West O'ahu), and the Vice President for Community Colleges or his or her designee for the Community College campuses, in coordination with the Office of Project Delivery (OPD).

  2. Community College Projects.  The planning, design, repairs and maintenance, renovations and construction of new and existing physical facilities on the Community College campuses shall be the responsibility of the Vice President for Community Colleges or his or her designee.

  3. UH Mānoa, UH Hilo and UH West O'ahu Projects.  The responsibility for the planning, design, repairs and maintenance, renovations and construction of new and existing physical facilities at UH Mānoa, UH Hilo and UH West O'ahu shall be as follows:

    1. Projects with Construction Cost of $5 Million or More.  Projects with a projected construction cost of $5 million or more in total construction costs (excluding planning and design costs) shall be the responsibility of OPD.

    2. All Other Projects.  All other projects that do not meet the criteria listed in section III.C.1. above shall be the responsibility of the appropriate campus unit as designated by the Chancellor of the respective campus.
      Nothing herein shall prevent the designated campus units or offices from providing assistance or support to other units.
