REPORT TO THE 2002 LEGISLATURE

Relating to Government Operations
Act 100, SLH 1999


Act 100 (S.B. 1518, 1999) of the 1999 legislature required every state department and agency to develop and submit twenty days prior to the start of each regular session an annual report that addresses their goals; objectives/policies; action plan; and process to measure performance of programs and services in meeting stated goals, objectives and policies. The following information and linked documents are provided in response to this annual reporting requirement.

MONITORING AND REPORTING

Policy
Board of Regents’ policy requires regular and systematic assessment of programs, services, campuses and the University as a whole.

  • In accordance with Hawai‘i Revised Statutes 304-4.5 (also known as Act 161) benchmarks/performance indicators tied to Master (Strategic) Plan goals have been adopted (Board of Regents’ action 10/96) and implemented.

Program Review
All University of Hawai‘i academic programs are subject to periodic review. Within established University policy, these reviews assess the extent to which academic programs are meeting their stated objectives and whether these objectives are still appropriate to the campus, Unit and University missions. The University prepares an annual status report on the results of the program review process.

Benchmarks/Performance Indicators Report, 2000 Update
This is the University’s fourth report; the 2002 update for the 2003 Legislature is in progress. In accordance with HRS 304-4.5 (Act 161), the goals of the University of Hawai‘i Strategic Plan, 1997-2007, provide the framework for reporting on benchmarks/performance indicators. The report identifies relevant benchmarks/performance indicators associated with University strategic goals and details levels of performance/achievement.

The benchmarks/performance indicators presented respond to accountability concerns and assist in internal efforts directed at program improvement and mission/goal achievement. Benchmarks generally denote a standard or reference point against which a comparison can be made. UH performance indicators reveal progress over time, at intervals, and against standards/practices elsewhere.
