University of Hawai‘i Act 188 Task Force holds first meeting

HONOLULU — The University of Hawaiʻi‘s Act 188 Task Force recently held its first meeting and elected UH Vice President for Community Colleges John Morton and State Senator Norman Sakamoto as co-chairs. The task force is charged with assisting in developing a budgetary system for the university that includes an equitable, consistent, and responsive funding formula for the distribution of fiscal resources to the university‘s 10 campuses.

Other members of the task force include UH Mānoa Chancellor Virginia Hinshaw, UH Hilo Chancellor Rose Tseng, UH West Oʻahu Chancellor Gene Awakuni and Carol VanCamp.

Act 188 was enacted by the 2008 Hawaiʻi State Legislature to direct the University of Hawaiʻi to align its long-term financial plan with measurable outcomes related to its strategic plan. To do so, an incentive and performance outcome funding component will be developed for the university‘s long-range financial plan that recognizes the unique goals and missions of the University of Hawaiʻi‘s various campuses, as well as the higher education needs of the state.

The funding formula will also be linked to the enrollment of full-time students at each campus, and the varying costs and revenues relating to educating different categories of students.

The different categories include the different classifications of students (two-year, undergraduate, graduate, professional program, resident, non-resident), students who are enrolled in programs that address the major workforce needs of the state, and students with special support needs, including those from underserved populations or who are at-risk.

The task force is charged with preparing a report to UH President David McClain for submittal to the 2009 Legislature.
