KAHULUI, Maui, Hawaiʻi — The University of Hawaiʻi Board of Regents approved in principle an update to the University of Hawaiʻi at Mānoa‘s Long Range Development Plan (LRDP) at its monthly meeting held today at Maui Community College. The update, which was approved to be submitted to the City & County of Honolulu as part of the process of obtaining Plan Review Use approval, focuses on short term development and reflects current and upcoming educational priorities for the Mānoa campus, with emphasis given to the next 5-10 years.
Future buildings and projects anticipated for development within the next 5-10 years highlighted in the Mānoa LRDP update include parking structures and enhancements, new buildings and building expansions, and replacement dormitories.
These include the expansion of Kennedy Theatre and the replacement of the parking lot currently located behind Kennedy Theatre with a six-story building including three floors of parking and three floors of classroom, studio and performance space; the expansion of Campus Center and the School of Law; new instruction buildings for the College of Education and at the current Henke Hall site; and the replacement of Johnson Hall with new, modern higher density student housing facilities that will accommodate approximately 360 students.
The update also incorporates several new "Major Themes" developed through a process of consultation with the Mānoa campus administration and constituent bodies, which include students, faculty members, administrators, and community representatives. The themes include establishing the Mānoa campus as a globally connected Hawaiian place of learning, leadership and service, and as a livable urban campus, creating more outdoor spaces for living and learning, and establishing the campus as a leader in environmental sustainability.
The Board also authorized the Mānoa administration to hold a public hearing on proposed amendments to parking regulations for the campus. The proposed amendments increase parking permit rates each year over a five-year period beginning in the Fall 2008 semester. Parking permit rates would increase 15 percent the first year and 10 percent each of the next four years, and the annual permit rates would be divided equally among the three semesters (fall, spring and summer). The increased rates are required to meet future budget requirements and to maintain UH Mānoa Parking Operations‘ self-sustaining status.
Specifically, the increase in rates will help to address major repair projects, and health and safety and maintenance concerns. These include general repairs for parking structures, replacement of fire safety equipment in both lower campus parking structures, repair and paving of surface parking areas, roadway improvements to improve traffic flow, and renovation of entry kiosks.
There are also plans to install automated pay stations and convert from a flat daily parking rate to a new hourly parking rate system to encourage turnover in the upper campus visitor parking areas. The flat daily parking rates will be maintained for lower campus student daily parking. After 4 p.m., flat daily parking rates for the entire campus will increase by $2 in FY 2009 and by $1 in FY 2011.
