Report of Announcements Made at the January 18th University of Hawaiʻi Board of Regents (BOR) Meeting

The University of Hawaiʻi Board of Regents (BOR) held
their monthly meeting today at Kapiʻolani Community College. The following
actions were taken:



· Establishment of a Master of Arts Degree in China-U.S. Relations at the
University of Hawaiʻi at Hilo. The degree will serve as the academic cornerstone
for the China-U.S. Center that will soon be constructed on the UH-Hilo campus.




· Establishment of a Post-Baccalaureate Certificate in Secondary Education,
College of Education, UH Manoa. The certificate program is for students who
have completed a bachelor‘s degree outside of the College of Education
and who wish to teach at the secondary level. Aspiring teachers with a bachelor‘s
degree can seek licensure without having to complete a master‘s degree.
This certificate is specifically designed to meet the licensing requirements
for the State Department of Education.



· Establishment of a program to provide graduate certificates in Chinese
Studies, Japanese Studies, Korean Studies, Philippine Studies, South Asian Studies,
and Southeast Asian Studies under the School of Hawaiian, Asian and Pacific
Studies (SHAPS) at UH Manoa.



· Establishment of a Bachelor of Arts in Administration of Justice at the
College of Arts and Sciences at the University of Hawaiʻi at Hilo. The
program is designed to prepare graduates for entry into professions associated
with the administration of justice, including, but not limited to, law enforcement,
corrections, probation, parole and law. It is also designed to qualify those
already in these professions (except law) for promotion to supervisory positions,
as most state law enforcement and corrections positions require such a degree
for promotion.



· Approval of additional authority relating to academic affairs to the President
of the University of Hawaiʻi. This approval authorizes the president to
approve name changes of instructional programs and credentials; program stop-outs;
termination of instructional programs; and approval of instructional certificates
within existing instructional programs.



· The reorganization of the Office of the Senior Vice President and Chancellor
for Community Colleges, Employment Training Center, and Windward Community College
was approved as follows:

 —The Office of Employment Training Center and Continuing and Community
Education (OETCCCE) at Windward Community College (WCC) will be created by reassigning
the Employment Training Center to WCC and consolidating it with WCC‘s Continuing
Education and Training program. This would integrate ETC training and services
with the outreach and community service operations of WCC.

 —The Office of Statewide UHCC/K-12 Partnerships will be established
as subunit of the Office of the Vice Chancellor for Academic Affairs. This office
will be responsible for heading the Community Colleges systemwide effort in
developing closer, more coordinated statewide partnerships with the State Department
of Education and independent schools to improve State-delivered educational
and training services.



· Approval of additional authority to the Administration relating to business
and finance to increase operational efficiency by relieving the Board of Regents
of certain administrative responsibilities in the day-to-day transaction of
the business affairs of the University.



· Approval of additional authority to the Vice President for Student Affairs
to administer the Regents and Presidential Scholarship Program and to rename
the "Presidential Achievement Scholarship" to "Presidential Scholarship."




· Approval of an amendment to the BOR policy relating to athletic coaches
salary ranges for the University of Hawaiʻi at Hilo. The BOR approved a
salary increase for the UH-Hilo coaching staff and UH-Hilo will conduct a national
salary survey in order to develop a new salary range. Survey data will be submitted
for Board consideration at the June 2002 meeting.



· Approval of a legislative proposal to establish a civil service system
at the University of Hawaiʻi. The proposal recommends that a separate civil
service system be established for the University that is independent of the
state‘s civil service system.



· Deane Neubauer, interim chancellor for the University of Hawaiʻi
at Manoa, reported that during the period of October 16 through December 15,
2001, 282 extramural awards were granted to UH for a total of $34.1 million.
This is a 40% increase in the number of awards and a 96% increase in the value
of the awards from the same time period in 2000.
